CERTIFICATE OF ORIGIN

WHAT IS CERTIFICATE OF ORIGIN

A certificate of origin (COO) is an important document that certifies that goods in a particular export shipment are wholly obtained, produced, manufactured or processed in a particular country. They declare the nationality of the product and also serve as a declaration by the export to satisfy customs or trade requirements.

CATEGORIES OF COO

There are two types of certificates of origin:

1. Preferential
2. Non- preferential

Preferential Coo: A preferential COO allows your buyer to pay lower or no customs duty when you export your goods under a free trade Agreement or Schemes of Preferences.

Non – Preferential COO: Also known as ‘’ Normal COO’’ certify that the goods are subject to no preferential treatment. The goods will be subjected to import duties

A CERTIFICATE OF ORIGIN IS ONE OF THE DOCUMENTS NEEDED TO EXPORT

A CO is one of the documents needed to comply with export procedures. Business exporting out of Tanzania must provide the following documents before obtain their certificates for export their goods depart.

• Commercial invoice
• Packing list
• Export permit

HOW TO OBTAIN A COO IN TANZANIA?

In Tanzania, the Tanzania Chamber of Commerce Industry and Agriculture (TCCIA) is the legal entity that provides a COO to any Tanzanian Exporting Businesses.

TCCIA has developed a specific website to obtain COOs: http://www.tccia.com/eco                      

Thus, exporters can create, submit and electronically pay for a COO over the internet. For each COO, the TCCIA will review and give its final approval.

WHICH CERTIFICATES OF ORIGIN ARE AVAILABLE IN TANZANIA

Tanzania Chamber of Commerce, industry and Agriculture(TCCIA ) issue various different types of preferential Tariff certificate of origin:

• International Certificates Of Origin
• Generalized System Of Preferences( GSP)
• Certificates Of India (DFTPS)
• AGOA Certificates
• SADC Certificates
• DUTY FREE TRATMENT Granted by China
• East Africa Certificates (EAC )

EXPORT TO THE EUROPEAN UNION (EU)

A COO is no longer needed to export to EU.

Exporting SMEs are now required to register in the EU’s Registered Exporter System (REX ) to self-certify the Statement on origin of their goods instead of applying for a COOO.
